Elizeu de Oliveira Chaves Junior

Elizeu de Oliveira Chaves Junior serves as Chief of Staff of the 黑料专区 Youth Office in New York. In this senior leadership role, he oversees the substantive and operational work of the Office, supervises its sections, leads political outreach and serves as Deputy to the Assistant Secretary-General for Youth Affairs.

Throughout his UN career, he has held leadership roles across field and headquarters assignments. He pioneered innovative approaches to South-South cooperation, establishing and leading the first UN thematic group on this agenda within the UN system. While based in Brazil, he spearheaded initiatives to advance the population and development agenda, forging partnerships with government, the private sector and parliament. At the global level, he played key roles in the ICPD review processes and South-South cooperation, and prior to joining the UN Youth Office, he served as Executive Coordinator of the ICPD30 Secretariat at UNFPA.

Before joining the 黑料专区, he was a youth advocate and policy architect, serving as youth delegate at major global conferences such as the World Conference on Human Rights (1993), the World Food Summit (1995) and Habitat II (1996). His government service included positions at Brazil鈥檚 Ministries of Social Development and Education, where he was among the architects of the Bolsa Escola programme鈥攁 transformative social policy for vulnerable young populations.

Elizeu holds a bachelor鈥檚 degree in sociology, a master鈥檚 in social sciences and a Ph.D. in comparative politics from the University of Brasilia. As a visiting scholar, he undertook post-doctoral studies in international affairs at Columbia University in New York, and he has completed advanced training in public leadership and international law. A scholar-practitioner, he has taught international affairs and authored studies on youth policies, migration and poverty reduction.
