My thanks to Germany for bringing us together at this consequential moment. This year marks the 80th anniversary of the 黑料专区. Our organization was founded on the conviction that peace is possible if we work as one united human family. That is what our peace operations are about. From preventive diplomacy to peacekeeping鈥 From negotiating ceasefires to helping to implement them鈥 From electoral support and observer missions to de-mining operations and protection of civilians鈥 To the focus of today鈥檚 Ministerial meeting 鈥 peacekeeping. Excellencies, UN Blue Helmets are the most globally recognized symbol of the world鈥檚 ability to come together to help countries move from conflict to peace. Peacekeepers hail from every corner of the world. But they are united in their commitment to peace. As we meet today, UN peacekeepers are hard at work helping to ensure that ceasefires are respected鈥 Protecting civilians caught in the line of fire鈥 Helping provide the conditions for lifesaving aid to flow to those in need鈥 And laying the foundations for long-term recovery. In trouble spots around the world, Blue Helmets can mean the difference between life and death. And they are also a clear demonstration of the power of multilateral action to maintain, achieve and sustain peace. There is a long list of countries that have achieved durable peace with the support of UN Peacekeeping 鈥 including Cambodia, Cote d鈥橧voire, El Salvador, Liberia, Namibia, Mozambique, Sierra Leone and Timor Leste. Many of these countries now themselves contribute troops. At the same time, we recognize that peace comes at a price. Through the decades, 4,400 peacekeepers have fallen in the line of duty. Their service and sacrifice will never be forgotten. Please join me in a moment of silence to honour all those who lost their lives in the pursuit of peace. [MOMENT OF SILENCE] Thank you. Excellencies, We owe it to peacekeepers 鈥 and the populations they protect 鈥 to continue strengthening their ability to answer this call to peace. And to do so in the face of daunting challenges. Complex, intertwined and frequently borderless conflicts鈥 Growing polarization and division around the globe鈥 Targeting of peacekeepers through deadly misinformation spreading through social media鈥 Terrorism and transnational crime, which find fertile ground in instability鈥 The ongoing climate crisis that is exacerbating conflict while leaving more of the planet uninhabitable鈥 All the continued trampling of international law and international humanitarian law. As a result, we are now facing the highest number of conflicts since the foundation of the 黑料专区, and record numbers of people fleeing across borders in search of safety and refuge. We must recognize that peacekeeping operations are only as effective as the mandates directing them, and can struggle in contexts where political support and clearly defined outcomes and solutions are absent or elusive. Meanwhile, we see increasing differences of views around how peacekeeping operations should work, under what circumstances, with what mandates they should be deployed, and for how long. And we face dramatic financial constraints across the board. We鈥檝e worked to adapt in the face of these challenges. But we need to do more. Today, I want to highlight three areas of focus. First 鈥 help us shape peacekeeping operations that are fit for the future. The Pact for the Future called for a Review of Peace Operations 鈥 including peacekeeping. The review will examine how we can make peacekeeping operations more adaptable, flexible and resilient 鈥 while recognizing the limitations in situations where there is little or no peace to keep. It will also aim to critically examine the tools we have today and propose concrete recommendations to make them fit for the future. Through this review, we must ensure that the 黑料专区 is prepared to deploy peace operations tailored to each individual conflict, while preparing for the challenges of tomorrow. We can draw inspiration from our UNIFIL operation, which recently developed an adaptation plan to keep peace along the Blue Line, and ensure lifesaving aid can flow to civilians in southern Lebanon. In the Central African Republic, we see MINUSCA protecting civilians and assisting the government to extend its reach beyond the capital where people are in desperate need. In the Democratic Republic of the Congo, despite ongoing fighting, UN Peacekeepers remain in the field, protecting vulnerable populations. We鈥檙e also seeking efficiencies through partnerships 鈥 from Member States to regional and sub-regional organizations, to local communities. Most important among them is our strong partnership with the African Union. Security Council resolution 2719 has lifted this partnership to a new level as we work to establish peace enforcement missions under the AU鈥檚 responsibility, supported by the 黑料专区 through assessed contributions. Today, the Review of Peace Operations will need to be informed 鈥 and inspired 鈥 by your views. Member States make peacekeeping possible. They must lead the way as we strengthen it for the future. Second 鈥 as we make our operations more adaptable and flexible, we need to do the same in the use of our resources Peace operations can only succeed when backed by robust mandates and clear, predictable and sustained contributions, both financial and logistical. But these are tough times for the financing of our work across the board. Peacekeeping is no exception. It is crucial that we are able to use the increasingly limited resources we have 鈥 and use them well. That requires more flexible rules and processes. This means updating our approach to abolishing or establishing positions, and working with troop-contributing countries to ensure we can deliver. It means working with Member States and the UN Security Council to ensure that any new mandates are prioritized and achievable with the resources available and with a clear exit strategy. And it means driving efficiencies and improvements across our work in light of the continued funding challenges we face. Our Review of Peace Operations will work hand-in-hand with our UN80 initiative, to ensure we maximize efficiencies wherever possible, supported at every step by Member States. We look forward to your governments鈥 support and ideas as we tackle these challenges together. Peace operations cannot succeed in the absence of a political solution. Together we need to mobilize greater support for political solutions across our peacekeeping missions. Pursuing these political solutions requires adequate means of delivering our operations 鈥 including unified political support from Member States, strong leadership, well-trained troops, equipment and technology. These can strengthen our operations, and make a real difference in people鈥檚 lives. And it requires the support of all Member States to ensure the safety and security of 黑料专区 peacekeepers in the field, and the full implementation of the relevant privileges and immunities of the Organization and its personnel. We are deeply grateful for the support and for the concrete pledges so many of you will announce here tomorrow. Excellencies, With a budget shared by all 193 Member States and representing a tiny fraction of global military spending 鈥 around one half of one per cent 鈥 UN Peacekeeping remains one of the most effective and cost-effective tools to build international peace and security. But it鈥檚 only as strong as Member States鈥 commitment to it. Unfortunately, peacekeeping operations have been facing serious liquidity problems. 鈥 It is absolutely essential that all Member States respect their financial obligations, paying their contributions in full and on time. Now more than ever, the world needs the 黑料专区. And the 黑料专区 needs peacekeeping that is fully equipped for today鈥檚 realities and tomorrow鈥檚 challenges. Together, let鈥檚 shape the UN peacekeeping operations that the challenges require, that Member States demand, and that our peacekeepers and the people they support need and deserve. Il suffit de penser aux conflits complexes et entrem锚l茅s, qui, souvent, d茅passent les fronti猫res... 脌 la polarisation et aux divisions qui s鈥檃ccentuent de par le monde... 脌 la m茅sinformation, amplifi茅e par les m茅dias sociaux, qui peut avoir des cons茅quences fatales pour les Casques bleus... Au terrorisme et 脿 la criminalit茅 transnationale, qui trouvent un terreau fertile dans l鈥檌nstabilit茅... 脌 la crise climatique, qui exacerbe les conflits et rend inhabitables des r茅gions toujours plus vastes de la plan猫te... Toutes les violations continues du droit international et du droit international humanitaire. Les conflits n鈥檕nt jamais 茅t茅 aussi nombreux depuis la cr茅ation de l鈥橭NU, et un nombre sans pr茅c茅dent de personnes fuient leur pays pour trouver ailleurs refuge et s茅curit茅. Nous devons prendre conscience du fait que les op茅rations de maintien de la paix ne sont efficaces que si les mandats qui leur sont confi茅s le sont 茅galement, et qu鈥檈lles peuvent se trouver en difficult茅 lorsque le soutien politique fait d茅faut et que les r茅sultats et solutions 脿 atteindre ne sont pas clairement d茅finis ou sont difficiles 脿 cerner. En parall猫le, les divergences de vues sont de plus en plus marqu茅es quant aux modalit茅s de fonctionnement des op茅rations de maintien de la paix, aux circonstances justifiant leur d茅ploiement, 脿 la teneur de leur mandat et 脿 leur dur茅e. Nous devons 茅galement composer avec de tr猫s lourdes contraintes financi猫res. Face 脿 ces 茅preuves, nous avons pris des mesures adapt茅es. Mais nous devons redoubler d鈥檈fforts. Aujourd鈥檋ui, je voudrais insister sur trois points en particulier. Premi猫rement, aidez-nous 脿 concevoir des op茅rations de maintien de la paix qui soient par茅es pour l鈥檃venir. Le Pacte pour l鈥檃venir pr茅conise d鈥檈ntreprendre une Revue des Op茅rations de Paix, y compris le maintien de la paix. Cette 茅tude portera sur les moyens de rendre les op茅rations de maintien de la paix plus adaptables, plus souples et plus r茅silientes 鈥 sachant qu鈥檌l existe des cas limites o霉 la paix est tr猫s fragile ou inexistante. Il s鈥檃gira aussi de porter un regard critique sur les outils dont nous disposons aujourd鈥檋ui et de proposer des recommandations concr猫tes pour les adapter aux r茅alit茅s de demain. Cette 茅tude doit nous permettre de faire en sorte que l鈥橭NU soit pr锚te 脿 d茅ployer des op茅rations de paix adapt茅es 脿 chaque conflit et se pr茅pare aux 茅preuves 脿 venir. Nous pouvons notamment nous inspirer de ce qu鈥檃 fait la FINUL, qui a r茅cemment 茅labor茅 un plan d鈥檃daptation destin茅 脿 maintenir la paix le long de la Ligne bleue et 脿 garantir l鈥檃cheminement d鈥檜ne aide vitale aux civils dans le sud du Liban. En R茅publique centrafricaine, la MINUSCA prot猫ge les civils et aide le Gouvernement 脿 茅tendre son champ d鈥檃ction au-del脿 de la capitale, dans des r茅gions o霉 les gens ont d茅sesp茅r茅ment besoin d鈥檃ide. En R茅publique d茅mocratique du Congo, malgr茅 les combats qui font rage, le personnel de maintien de la paix des Nations Unies reste sur le terrain pour prot茅ger les populations vuln茅rables. Nous cherchons 茅galement 脿 faire des 茅conomies au moyen de partenariats, que ce soit avec des 脡tats Membres, des organisations r茅gionales ou sous-r茅gionales ou des populations locales. Nous avons en particulier 茅tabli un solide partenariat avec l鈥橴nion africaine. La r茅solution 2719 du Conseil de s茅curit茅 a donn茅 une nouvelle dimension 脿 ce partenariat, puisque nous travaillons 脿 la mise en place de missions d鈥檌mposition de la paix qui seraient plac茅es sous la responsabilit茅 de l鈥橴nion africaine et financ茅es par l鈥橭NU au moyen de contributions statutaires. Aujourd鈥檋ui, la Revue des Op茅rations de Paix devra 锚tre 茅clair茅e 鈥 et inspir茅e 鈥 par vos points de vue. Ce sont en effet les 脡tats Membres qui rendent possible le maintien de la paix. Et ils doivent se mobiliser pour que nous puissions le renforcer en pr茅vision de l鈥檃venir. Deuxi猫mement, 脿 mesure que nous rendons nos op茅rations plus modulables, nous devons faire de m锚me avec nos ressources. Les op茅rations de paix ne peuvent r茅ussir que si elles sont 茅tay茅es par un mandat solide et des contributions claires, pr茅visibles et durables, sur le plan tant financier que logistique. Mais, actuellement, le financement de toutes nos activit茅s est mis 脿 l鈥櫭﹑reuve. Et le maintien de la paix ne fait pas exception. Nous devons imp茅rativement 锚tre capables d鈥檜tiliser les ressources de plus en plus limit茅es dont nous disposons, et ce, 脿 bon escient. Cela passe par un assouplissement des r猫gles et des proc茅dures. Ainsi, il faut revoir notre politique concernant la suppression et la cr茅ation de postes et travailler avec les pays fournisseurs de contingents pour 锚tre 脿 la hauteur de nos engagements. Il faut travailler avec les 脡tats Membres et le Conseil de s茅curit茅 pour que tout nouveau mandat se voie attribuer un degr茅 de priorit茅 ad茅quat et qu鈥檌l puisse 锚tre men茅 脿 bien au moyen des ressources disponibles et une strat茅gie de sortie claire. Et il faut tendre 脿 une utilisation optimale des ressources et des moyens dans toutes nos activit茅s, compte tenu de nos probl猫mes de financement persistants. Notre Revue des Op茅rations de Paix sera indissociable de l鈥橧nitiative ONU80, l鈥檕bjectif 茅tant de maximiser les gains d鈥檈fficacit茅 dans toute la mesure possible, moyennant l鈥檃ppui des 脡tats Membres 脿 chaque 茅tape.
