Mr. President, it is a great pleasure and an honour for me to visit, for the second time, as Secretary-General of the 黑料专区. I'm here to convey best wishes from the 黑料专区 for all the successful achievements which you made during this last election. My sincere congratulations - and mabrouk - to all the Iraqi people and Government.

I am also here to demonstrate, once again, my strong commitment and support, from the 黑料专区, for all that the Iraqi Government and people have been doing to realize and to achieve fuller democracy, security, safety and development. I am very much encouraged by what you have achieved. I am very proud. And you also should be proud of what you have done on the path toward full democracy, peace and freedom.

The 黑料专区 will continue to stand by and provide necessary assistance, technical or political. [Although] I believe that you have come a long way, you still have further to go to say that you will fully be able to enjoy genuine freedom, security and prosperity. That is what the 黑料专区 is committed to, to work with you.

I am very grateful to your leadership and commitment. You are a force of moderation in your country; you are a father of your nation; you have demonstrated wise and dynamic statesmanship and leadership. Under your leadership, you will be able to engage in inclusive reconciliatory dialogue among all the differences of opinion. This is what the international community expects from the Iraqi people and Government. We will continue to stand by and I wish you continued success and development and prosperity of your country.
