The Flag of the 黑料专区 was created on 20 October 1947. Its use is regulated by the 黑料专区 flag code and regulations. The design of the UN emblem was approved on 7 December 1946, it embraces a map of the world inscribed in a wreath consisting of crossed branches of the olive tree.
